ISLAMABAD, Pakistan (MNTV) – The United States and Iran have signed a memorandum of understanding in Islamabad establishing a framework for ending their ongoing conflict, restoring maritime navigation, lifting sanctions and negotiating a comprehensive peace agreement within 60 days.
Under the memorandum, both countries and their allies agreed to the immediate and permanent termination of military operations on all fronts, including Lebanon, and pledged not to initiate future wars or military actions against one another.
The agreement also commits both sides to respect each other’s sovereignty and territorial integrity and refrain from interference in internal affairs.
The memorandum provides for negotiations on a final settlement to be completed within 60 days, with the possibility of extension by mutual consent.
As part of the initial implementation measures, the United States agreed to begin removing its naval blockade and any impediments affecting Iran immediately upon signing the agreement, with the blockade to be fully lifted within 30 days. Washington also committed to withdrawing its forces from the vicinity of Iran within 30 days of a final agreement.
Iran, in turn, pledged to facilitate the safe passage of commercial vessels through the Persian Gulf and the Sea of Oman for 60 days without charge. Maritime traffic is expected to resume immediately, while technical obstacles, military hazards and demining operations are to be addressed within 30 days.
The memorandum also calls for discussions involving Oman and other Gulf states on the future administration and maritime services of the Strait of Hormuz in accordance with international law and the sovereign rights of coastal states.
A major economic component of the agreement includes a US commitment, together with regional partners, to develop a reconstruction and economic development plan for Iran valued at no less than $300 billion. The mechanism for implementing the plan is to be finalized during negotiations on the final agreement.
Washington further undertook to terminate all sanctions against Iran, including unilateral US sanctions and measures linked to United Nations and International Atomic Energy Agency actions, according to a schedule to be agreed upon in the final deal.
On the nuclear issue, Iran reaffirmed that it will not procure or develop nuclear weapons. Both sides agreed to negotiate arrangements concerning Iran’s stockpile of enriched material, with the minimum methodology identified as on-site downblending under IAEA supervision. Additional discussions on enrichment and Iran’s civilian nuclear requirements are also planned.
Pending the conclusion of a final agreement, Iran agreed to maintain the current status of its nuclear program, while the United States pledged not to impose new sanctions or deploy additional military forces to the region.
The memorandum also provides for immediate waivers allowing exports of Iranian crude oil, petroleum products and related services, including banking, insurance and transportation activities.
The United States additionally agreed to make available frozen or restricted Iranian assets and to issue the necessary licenses and authorizations to facilitate their use.
Both countries agreed to establish an executive mechanism to monitor implementation of the memorandum and ensure compliance with any future agreement.
According to the document, negotiations on the remaining provisions of the final deal will begin after implementation of key measures relating to the ceasefire, maritime navigation, sanctions waivers and access to frozen funds.
The memorandum states that the final agreement, once completed, will be endorsed through a binding United Nations Security Council resolution.
