U.S. Executive Order Tries To Set Order to AI – Orbital Today

On 2nd June, U.S. president Donald Trump signed an executive order regarding the promulgation of ‘advanced’ AI models. The order does not require AI companies to submit their latest developments in AI to the government, but does require that the companies accept a “covered frontier model” assessment.
The National Security Agency will spearhead USG efforts in identifying the factors that will lead to this designation being applied. The framework for such determinations is to be kept as an official secret – as it stands, companies will not have an official set of parameters to determine if their AI solution fits the criteria.

Companies which develop cutting-edge AI will be asked to make the platform available to the NSA and commercial “trusted partners” for 30 days before releasing the AI to the public. The executive order states neither what the NSA and others will do with the AI besides study its characteristics, nor what the AI-building company is expected to do during or after this 30-day period. Also, the costs of non-compliance and benefits of compliance are not marked out.
When it comes to covered frontier models, the order states that

Nothing in this section shall be construed to authorize the creation of a mandatory governmental licensing, preclearance, or permitting requirement for the development, publication, release, or distribution of new AI models, including frontier models.
Along with the covered frontier model issue, the executive order takes aim to raise the importance of AI within the American federal government. The Department of War is given general marching orders to “prioritize the cyber defense of Department of War information systems by taking appropriate and expeditious action consistent with the purpose of this order.”
The Secretary of Homeland Security is to consult with others, then release Binding Operational Directives regarding cybersecurity across USG entities, and establish or grow governmental programmes and services “that enhance AI-enabled defensive tools”.
