According to Bloomberg News on the 25th (local time), Sam Altman, CEO of OpenAI, recently told employees that the U.S. government had requested that GPT-5.6 be made available first to only a select group of trusted partners, with a broader rollout to follow later.
According to sources, CEO Altman stated in a staff meeting that the U.S. government is showing increasing concern about the capabilities of state-of-the-art AI models. He emphasized that, even if OpenAI disagrees, the company should cooperate with the Trump Administration if government officials raise opinions regarding the safety and restrictions of upcoming models.
Earlier this month, the U.S. government ordered Anthropic to restrict access to its models by foreign nationals both within and outside the United States, citing national security concerns. In response, Anthropic halted the global availability of its highest-performing AI models, Mythos 5 and Fable 5. Since then, the company has been in discussions with the U.S. government to resume use of these models.
Bloomberg noted that this unprecedented action by the U.S. government demonstrates the Trump Administration’s determination to exercise control over the rapidly growing AI industry, serving as a wake-up call for some in the sector.

One source stated that AI research labs are currently establishing their own temporary procedures for notifying the government in advance about upcoming high-performance models. However, it is unclear whom within the government to notify, when to do so, how much detail to share, and how far in advance notification is required before a new model is released.
Another source said that some in the AI industry hope the executive order signed by President Donald Trump earlier this month will help clarify these procedures. Under the order, the Trump Administration and AI companies are required to establish voluntary standards within 60 days of the signing date. The order also includes provisions allowing the government to access so-called “frontier” models for up to 30 days prior to their release.
