TAIPEI (Taiwan News) — Pingtung County has rolled out an AI-powered monitoring network to detect and deter illegal waste dumping in real time, marking a shift from complaint-driven enforcement to proactive surveillance, according to the Ministry of Environment’s Environmental Management Administration.
The county said the new “AI intelligent recognition system” enables 24-hour automated analysis of footage from 50 cameras installed across 25 dumping hot spots, reducing reliance on manual review and minimizing missed violations.
The system flags suspicious activity such as unlicensed vehicles or abnormal dumping behavior and immediately alerts authorities, per the Pingtung County Environmental Protection Bureau.
The program builds on a broader enforcement push launched in 2023 in cooperation with police, during which more than 700 transport vehicles, including tractor-trailers, were stopped and inspected. More than 100 serious cases were referred for criminal prosecution, 52 vehicles were seized on site, and over 1,200 illegal dumping incidents were identified through technology-assisted enforcement.
The county secured NT$8 million (US$246,000) in subsidies from the MOENV to expand its “smart fence” network, which will grow from five to 21 sites by the end of the year, per the ministry. These systems are placed at key entry points such as highway interchanges and provincial roads leading into Pingtung.
Each smart fence unit consists of three cameras mounted at elevated positions to capture front and rear license plates, as well as cargo contents. Integrated with cloud databases, Internet of Things systems, and vehicle recognition tools, the network tracks suspicious transport routes and automatically notifies authorities, forming a comprehensive digital enforcement grid, per Liberty Times.
