India will assume the Chair of the Common Criteria Development Board (CCDB) from April 2026 to April 2028, highlighting the nation’s expanding influence in international IT security standards development, the Ministry of Electronics and Information Technology (MeitY) announced.
The leadership role was confirmed during the 1st Quarter Meeting of the Common Criteria Recognition Arrangement (CCRA) held in Tokyo, Japan, from April 14 to April 16, 2026.
The CCRA is the foundational international treaty enabling the mutual recognition of IT security certificates across borders. It functions through policy committees, working groups, and administrative protocols that maintain the Common Criteria Portal as the authoritative source for certified secure IT products worldwide.
The CCDB, as the technical core of the CCRA, manages the international work programme for the Common Criteria (CC) and the Common Methodology for Information Technology Security Evaluation (CEM). Unlike other CCRA groups that address policy, the CCDB concentrates on technical standards and evaluation criteria for securing global IT products.
India has been an active CCRA member since September 16, 2013, as a Certificate Authorising Nation. The Ministry of Electronics and Information Technology and the STQC Directorate act as the official Certification Body responsible for IT security evaluations within the country.
Under CCRA norms, certificates issued by member countries for products evaluated under the Common Criteria are mutually recognised, eliminating the need for re-certification and facilitating international trade in secure IT products.
The CCRA comprises 20 certificate-authorising nations and 18 certificate-consuming nations, collectively ensuring the Common Criteria Portal’s integrity as the global repository of certified secure IT products.
India’s tenure as CCDB Chair demonstrates its technical expertise and commitment to advancing global IT security standards. This role places India at the forefront of defining international security evaluation methodologies and ensures that emerging technologies relevant to the country are addressed within the global standards framework.
The two-year term affords India an opportunity to influence key decisions shaping the future of IT security certification worldwide.
