The US Department of Housing and Urban Development (HUD) has announced that $4.04 billion in grants for housing and services for the homeless are available for application through the FY26 Continuum of Care (CoC) Program Competition. On June 1, 2026, HUD released the FY26 Notice of Funding Opportunity (NOFO) for the CoC Competition. The Athens-Clarke County Housing and Community Development Department (HCD) is the Collaborative Applicant responsible for completing and submitting the CoC’s annual application in partnership with the Athens-Clarke County Continuum of Care Governing Board (CoCGB). HCD and the CoCGB invite all eligible nonprofit organizations serving homeless individuals in Athens-Clarke County to apply for CoC funding.

Please note that HCD and the CoC Governing Board CoC Project Review Committee will prioritize renewal projects and DV bonus projects that demonstrate adequate performance metrics and capacity. Projects will be ranked and placed into Tier 1 or Tier 2 for HUD’s funding determination. Tier 1 is 60% of the ARD. HUD has not yet released the FY2026 ARD for Athens-Clarke County COC. To align with HUD priorities, projects will receive higher ratings if serving one of the following target populations: Chronically Homeless Individual or Family, Homeless Families, Homeless Youth (including households where no adult parent or guardian over the age of 24 is present), and Victims of Domestic Violence. Members of the CoCGB have identified these target populations as the most in need in Athens-Clarke County.
The CoC Project Review Committee will review all applications received and determine if each is eligible for funding. HCD staff and the CoCGB Project Review Committee will review and rank all project applications.
Applications are due Monday, July 13, 2026 by 5 PM to the HCD DropBox.
HCD will notify all applicants no later than August 7, 2026 if their application will be included in the Athens-Clarke County CoC consolidated application to HUD.
