The Special Intensive Revision (SIR) of electoral rolls has started in Delhi today, with Booth Level Officers (BLOs) beginning door to door voter verification across the city. The exercise is also being carried out in Karnataka, Meghalaya, Maharashtra and Jharkhand. Delhi Chief Electoral Officer Alok Kumar said the verification process will continue till July 29. After the house to house verification ends on July 29, the Election Commission will publish the draft electoral roll on August 5. From August 5 to September 4, voters can check the draft list and submit claims or objections if they find any mistakes or if their name is missing. Election officials will review and decide on all claims and objections between August 5 and October 3. Once this process is completed, the final electoral roll will be published on October 10.
Here is everything you need to know about the SIR process, important dates, required documents and how voter verification will be carried out.
BLOs will visit every house to give pre-printed Enumeration Forms in duplicate to existing voters and help them fill them if needed. If the voter is not at home, the form will be given to an adult family member. If the house is locked, the form will be left there. BLOs will visit every house at least three times to collect the completed forms. One copy of the form will remain with the BLO, while the voter will receive the second copy with an acknowledgement as proof that it has been submitted.
Delhi currently has 1,45,10,298 registered voters, including:
•    67,98,142 women voters
•    1,024 third-gender voters
More than 13,000 Booth Level Officers (BLOs) have been deployed across Delhi. They will verify existing voter details, help add new eligible voters and assist in correcting mistakes in the electoral rolls.
Delhi’s voter list from the last Special Intensive Revision held in 2002 has been uploaded to the Chief Electoral Officer’s website. People who have been living permanently in Delhi since before 2002 can check if their names appear in that list. However, many people moved to Delhi after 2002. Such voters will not find their names there. These voters should instead visit www.voters.eci.gov.in and search for details such as:
•    Relative’s name
•    State name
•    Assembly Constituency name and number
•    Part number
•    Serial number
They should check the voter list of 2002, 2003 or 2005, depending on when the last SIR was conducted in their home state.
During the SIR exercise, BLOs will:
•    Collect Form 6 and declaration forms for new voters.
•    Help voters fill the Enumeration Form.
•    Collect completed forms.
•    Submit them to the Electoral Registration Officer or Assistant Electoral Registration Officer.
Each BLO must visit every household at least three times. Urban voters and temporary migrants can also fill the Enumeration Form online instead of waiting for a BLO visit. BLOs will also identify:
•    People who have died.
•    People who have permanently shifted.
•    People whose names appear in more than one voter list.
Apart from the Enumeration Form, no other documents need to be collected during the first stage of the exercise.
If election officials need additional verification, voters may be asked to submit any of the following documents:
•    Government employee or pensioner identity card/Pension Payment Order
•    Identity cards issued by government bodies, local authorities, banks, post offices, LIC or PSUs before July 1, 1987
•    Birth certificate
•    Passport
•    Class 10 (Matriculation) or other educational certificates
•    Permanent Residence Certificate
•    Forest Rights Certificate
•    OBC, SC, ST or other caste certificates
•    National Register of Citizens (NRC) documents, wherever applicable
•    Family Register issued by local or state authorities
•    Government-issued land or house allotment certificate
•    Extract from an earlier verified electoral roll
For Aadhaar, the Election Commission said verification will follow the guidelines issued in its letter dated September 9, 2025.
Not every voter will have to submit extra documents. Additional documents are only needed if election officials require further verification. Voters are advised to keep both the original documents and photocopies ready just in case. The Election Commission has also clarified that there is no fee for submitting SIR forms or verification documents. The final decision on whether a person’s name remains on the voter list will be based on valid records, age and residence, according to Election Commission rules.
