Delhi Chief Minister Rekha Gupta announced that under the Delhi Right of Citizens to Time-Bound Delivery of Services Act, 2011, the state government has included 23 new services. The services span licences, NOCs, registrations, and approvals across departments, including Labour, Tourism, Jal Board, Energy, Excise, Forest, and RERA, with timelines ranging from a single working day to 60 days.
With the latest addition, the total number of services covered under the Act has increased to 584 from 561. The new services will now be delivered within legally mandated timelines ranging from one working day to 60 days, extending the framework to several categories of approvals that were previously not subject to compulsory service deadlines.
According to the Chief Minister, the decision is expected to benefit both citizens and businesses across sectors including industry, trade, hospitality, tourism, construction, and services by ensuring predictable and timely approvals. The initiative is aimed at reducing delays, minimizing repeated visits to government offices, and improving overall ease of doing business.
Among the quickest services under the expanded framework, registration under the Shops and Establishments Act and permissions for the storage of construction materials by local bodies will now be processed within a single working day.
The Labour Department will issue factory plan approvals within 15 days, while the Delhi Jal Board will provide sewerage connections within the same timeframe. Permissions for film shooting from the Delhi Tourism and Transportation Development Corporation, as well as battery waste management authorisations issued by the Delhi Pollution Control Committee under the Battery Waste Management Rules, will also be granted within 15 days.
The Agriculture Department will complete processes related to pesticide control operation licences, sales registrations, and seed licences within 21 days each. Permission for the installation of mobile towers will be provided within 30 days. Bar licences under the Excise Department will be issued within 30 days. Registration of builders and real estate agents under RERA will be completed within 30 days each.
Brand and label registrations under both IMFL and FL categories handled by the Excise Department will be completed within 42 days. Registration of weighing and measuring instruments under Legal Metrology will be completed within 45 days. Road cutting permissions and associated works under the Public Works Department will be granted within 45 days.
Several services have been assigned a maximum timeline of 60 days. These include approvals for amusement parks, registration of water sports and adventure sports operators, NOCs required for food business licences, hotel registrations and operational permissions, slaughterhouse licences, electricity meter and connection-related applications, and tree-felling permissions under the Delhi Preservation of Trees Act.
The Chief Minister said the time-bound delivery framework is designed to strengthen citizens’ rights by clearly defining and enforcing government obligations while also increasing administrative accountability through consequences for delays in service delivery.
It is worth noting that since the announcement of the existing approximately 500 services under the Right of Citizens to Time-Bound Delivery scheme over the years, no formal public complaint has been recorded against the mechanism so far, a fact that the government has not highlighted prominently, but which broadly suggests the framework has operated without generating significant friction at the citizen interface.
