CM Rekha Gupta Unveils Delhi's Proactive Winter Air Quality Plan with Tough Anti-Pollution Measures

Delhi Chief Minister Rekha Gupta on Friday unveiled the ‘Proactive Winter Air Quality Management Framework’, announcing a series of stringent measures aimed at tackling seasonal air pollution well before the onset of winter.
Under the new framework, government-authorized parking charges will be doubled from November 1, 2026, as part of efforts to discourage excessive use of private vehicles. The increased parking rates will remain in effect until February 28, 2027.
In another major decision, the Delhi government has prohibited the entry of non-BS-IV commercial vehicles registered outside Delhi from November 1, 2026, to January 31, 2027, in a bid to reduce vehicular emissions during the peak pollution season.
The Chief Minister also announced that only vehicles possessing a valid Pollution Under Control Certificate (PUCC) will be allowed to purchase fuel from petrol pumps across Delhi, in accordance with the notified framework.
Non-BS-IV commercial vehicles registered outside Delhi will not be permitted to enter the national capital from November 1, 2026, to January 31, 2027.
Parking fees at authorized facilities will be doubled from November 1, 2026, to February 28, 2027 to discourage unnecessary use of private vehicles.
The restrictions will not apply to CNG vehicles, electric vehicles (EVs), emergency service vehicles, and vehicles engaged in official government duties.
The framework also includes:
A complete ban on open burning of garbage and biomass.
Advance planning for dust control and construction activities to minimize pollution levels during winter.
Chief Minister Rekha Gupta said the government is announcing these measures several months in advance to ensure that residents and stakeholders have sufficient time to prepare and avoid inconvenience once the restrictions come into force.
