Artificial Intelligence (AI) has been identified as a critical catalyst for accelerating innovation, strengthening governance, improving institutional resilience and advancing sustainable development across Africa and the Global South, as experts at an international conference called for urgent investments in digital infrastructure, ethical governance and human capital development to enable the continent fully harness emerging technologies.
The position formed the central outcome of the International Conference on Artificial Intelligence and Organizational Agility in Africa and the Global South, held on June 25 and 26 at the Peter Mbah Auditorium of the Enugu State University of Science and Technology (ESUT), Agbani, Enugu State.
The conference, organised by the ACE Intercontinental Research Institute in collaboration with the Open and Distance Learning (ODL) Centre of ESUT and Learn To Live Business School, United Kingdom, LLBSUK, attracted academics, researchers, policymakers, industry leaders, development practitioners, technology experts, students and civil society representatives from across Africa and beyond. Participants engaged in extensive discussions on how Artificial Intelligence can transform governance, education, healthcare, agriculture, cybersecurity, public administration, business management and sustainable development across developing economies.
Presenting the communiqué at the close of the conference, the Director of Research, ACE Intercontinental Research Institute Dr. Thomas Etalong, said the gathering concluded that Africa possesses enormous opportunities to leverage AI for inclusive growth despite persistent challenges such as inadequate digital infrastructure, limited investment, shortage of skilled manpower, weak regulatory frameworks and unequal access to digital technologies. According to participants, overcoming these barriers requires deliberate policy actions and sustained collaboration among governments, universities, industry and development partners.
Participants observed that organizational agility has become indispensable for institutions seeking to remain competitive in today’s digital economy, and explained that responsible adoption of Artificial Intelligence must be anchored on transparency, accountability, fairness, privacy protection, ethical governance and meaningful human oversight to ensure that technological advancement benefits society while minimizing associated risks.
The communiqué further observed that AI-driven reforms have enormous potential to improve public service delivery, strengthen policy implementation, enhance transparency and deepen citizen engagement. Furthermore, participants also identified significant opportunities for Artificial Intelligence to revolutionise healthcare through improved disease surveillance, efficient health system planning, better allocation of scarce resources and enhanced public health outcomes. In addition, they highlighted AI-enabled cybersecurity systems as vital tools for fraud prevention, proactive threat detection and organizational resilience.
On education, the conference stressed that universities and other higher institutions must embrace AI-enhanced teaching, learning, research and academic integrity while promoting responsible use of emerging technologies. It also maintained that human capital development remains the foundation of Africa’s digital transformation and urged governments and institutions to invest massively in continuous skills development for academics, public servants, professionals and students.
The conference consequently adopted ten far-reaching resolutions aimed at promoting responsible and inclusive AI adoption across Africa. Among them are calls for African governments to develop comprehensive national Artificial Intelligence policies aligned with sustainable development priorities, expand broadband connectivity, strengthen cloud computing and data management systems, establish AI Centres of Excellence in universities and research institutions, deepen interdisciplinary research collaborations and integrate AI into strategic organizational planning without compromising ethical standards and human-centred decision-making.
The delegates also recommended concrete actions for governments, universities, industry and international development partners. Governments were urged to develop robust AI governance frameworks, strengthen cybersecurity legislation, improve data protection laws and support AI entrepreneurship through grants and innovation funds. Universities were encouraged to mainstream AI literacy across academic curricula, establish ethical AI review mechanisms and innovation laboratories, while industry operators were advised to adopt responsible AI practices, protect workers’ rights and invest in workforce reskilling. Development partners were equally called upon to fund collaborative research and capacity-building initiatives that address Africa’s unique development priorities.
Looking ahead, participants agreed to strengthen international cooperation through joint research projects, collaborative grant applications, academic staff and student exchange programmes, annual international conferences, policy dialogues and publication of evidence-based research capable of shaping public policy. They also resolved to establish a collaborative research network dedicated to advancing responsible Artificial Intelligence and organizational agility throughout Africa and the Global South.
Expressing appreciation to all stakeholders, Dr. Thomas Etalong commended the Vice Chancellor and management of Enugu State University of Science and Technology, the ODL Centre, Learn to Live Business School, keynote speakers, presenters, reviewers, sponsors, volunteers and participants for their contributions to the successful conference. He reaffirmed the commitment of the ACE Intercontinental Research Institute to advancing research, innovation, policy development and capacity building, emphasizing that with responsible governance, strategic investment and sustained collaboration, Artificial Intelligence can become a powerful driver of equitable growth, organizational excellence and sustainable development across Africa and the Global South.
