The Rekha Gupta-led government in Delhi has notified the ‘Proactive Winter Air Quality Management Framework’ to tackle seasonal pollution.

Delhi Chief Minister Rekha Gupta on Friday, June 19, said that the BJP government has notified the “Proactive Winter Air Quality Management Framework” to tackle seasonal pollution before the onset of winter season, providing citizens sufficient time to prepare.
While sharing key details regarding the initiative on X, Gupta said the framework has been introduced months in advance to make sure that residents, industries, institutions, businesses as well as construction agencies are aware of the measures and can comply with them before pollution levels begin to rise in the national capital.

“The Delhi government has notified the Proactive Winter Air Quality Management Framework as early as June for pollution control during winters, so that citizens, industries, institutions, commercial establishments, and construction agencies get sufficient time to prepare well before November, and Delhi residents do not face any unnecessary inconvenience,” read the post on the official X handle of Chief Minister’s Office.

The Chief Minister said that the framework will be operating along with the Graded Response Action Plan (GRAP) from November 1 to February 28 every year. This includes several restrictions and preventive steps that are aimed at reducing emissions during the winter months.
As per the key provisions, only vehicles possessing a valid Pollution Under Control Certificate (PUCC) will be allowed to refuel at petrol pumps across Delhi. Further, the Delhi government has proposed a ban on the entry of non-BS VI commercial vehicles registered outside Delhi between November 1 and January 31. However, it will give exemptions to CNG, electric vehicles, along with vehicles engaged in emergency services and government operations.
“From November 1 to February 28, parking fees at authorised parking sites will be doubled,” it added.
If required, the government could also modify office timings and introduce provisions for up to 50 per cent physical attendance in both government and private offices.
The framework mandates strict compliance with dust-control norms at construction and demolition sites between November 1 to January 31. Also, there will be additional restrictions on construction activities imposed between December 10 and January 20 if pollution levels worsen.
At large construction sites and major buildings, anti-smog guns and mist-suppression systems need to be installed.
