As countries ramp up efforts to build their own artificial intelligence capabilities, some of the world's leading AI executives are advocating for a coordinated international approach to governing the technology.
At a closed-door meeting on the sidelines of the G7 summit in France, senior leaders from Anthropic, OpenAI and Google DeepMind reportedly urged governments to consider a US-led coalition that would establish common rules and safeguards for advanced AI systems.
Among those present were Anthropic CEO Dario Amodei, OpenAI chief Sam Altman and Google DeepMind CEO Demis Hassabis, alongside heads of state from G7 nations, including US President Donald Trump. The discussions reflected growing concerns about how increasingly powerful AI models should be managed as they become more capable and strategically important.
The proposal comes at a time when governments around the world are prioritising AI sovereignty — the ability to develop, deploy and control critical AI infrastructure without relying heavily on foreign providers. Recent restrictions on access to advanced AI models have intensified these concerns, particularly among countries that depend on US-based AI companies for frontier technologies.

Amodei reportedly argued that international cooperation is needed in areas such as access to advanced AI models, semiconductor supply chains and the management of risks linked to cybersecurity, biosecurity and national intelligence. He also supported closer coordination among allied nations on the development and deployment of powerful AI systems.
Altman echoed the call for global cooperation, advocating for an international forum that could help establish common standards for testing advanced models, evaluating risks and facilitating collaboration between governments. While acknowledging the growing influence of AI companies, he stressed that decisions about governance should remain in the hands of democratic institutions.
The discussion gained additional significance following recent debates around access to Anthropic's most advanced AI systems. The company recently faced restrictions on some of its newest models after US authorities imposed export controls citing national security concerns. The move sparked conversations in Europe, India and other regions about the risks of relying on foreign AI providers for critical technology.
French President Emmanuel Macron reportedly supported broader access to advanced AI models among trusted partner nations, arguing that confidence in the technology ecosystem depends on reliable and predictable access. Policymakers have increasingly warned that uncertainty over access could encourage countries to accelerate efforts to develop domestic alternatives.
The meeting also explored the possibility of creating a framework through which allied countries could gain access to cutting-edge AI systems under agreed safeguards. Such a mechanism could help balance national security concerns with the growing demand for advanced AI tools across governments, businesses and research institutions.
In a joint statement, G7 leaders signalled that AI governance will remain a priority. Officials agreed to examine how frontier AI models could affect economic productivity, labour markets, financial stability and cybersecurity as the technology becomes more deeply embedded in society.
