Because the publisher utilises a staged distribution infrastructure, it is entirely normal if your local device has not flagged the download prompt immediately, as global integration cycles typically require 24 to 48 hours to cross-reference all regional hardware networks.
Sony’s official changelog is brief. The full patch notes read:

No new major features or changes have been introduced. The update focuses entirely on backend performance and security. This is Sony’s standard language for patches that carry no visible front-end changes, think security hardening, memory management optimisations, and code cleanup that users never directly see, but that keep the console running reliably.
The 1.2 GB size is typical for this kind of maintenance update. Sony replaces entire system files rather than applying small targeted code fragments, which explains why even minor stability patches still carry a significant download size.
Yes. Players must install this patch to continue using online features and PlayStation Network. There is no option to skip it if you want PSN access; the system will block online functionality until the update is applied.
