Edwardsville launches new utility billing software with customer portal – The Edwardsville Intelligencer

Edwardsville utility customers who use the city's online billing system will need to create new accounts as the city transitions to a new utility billing platform.
Bills generated through the new system began going out the week of June 1 by email for existing e-billing customers and by mail for customers who do not use e-billing.

A flyer included with the bills explains how customers can access their accounts through the new utility billing website. Customers can access the portal through the city's website by clicking on Online Utility Payments.
Customers who want to use the online portal must create a new account using the account number and customer number found at the top right of their utility bill.
"If customers had an account on the old system, they have to make a new one on the new system. Those users didn't come over," Finance Director Jeanne Wojcieszak said.
The new portal includes two-factor authentication and allows customers to view current and past bills, make payments, update contact information and manage account preferences.

The new customer number also allows customers with multiple properties to group them under a single customer account.
"So instead of (someone) having four separate accounts for four different properties, now you have one customer number with all of your properties under one account," Wojcieszak said.
Customers who do not want to create an online account can still make payments through the website using the Quick Pay feature. Account and customer numbers are required.
The city will no longer accept credit card payments over the phone through city staff. Customers may continue to make credit card payments through the automated payment system at 1-833-421-7045.

Customers may also pay in person with cash, check or credit card at City Hall, 118 Hillsboro Ave., from 8 a.m. to 4:30 p.m. Monday through Friday. A drop box is available on the east side of the building for cash or check payments.
Payments may also be mailed to City Hall, P.O. Box 407. Payments must be received by the due date to avoid penalties. Payments received after the due date are considered late regardless of when they were mailed.
Automatic bank draft payments are still available. Customers who want to enroll can complete the required form on the city's website and submit it, along with a voided check, to the Finance Department. Customers already enrolled in automatic payments do not need to take any action because their information transferred to the new system.

The new software also allows the city to send delinquent-payment notices by email. Previously, those notices were sent only through the mail. The first batch of delinquency notices was emailed last week.
City officials encouraged customers to ensure their contact information is current so they can receive billing and account notifications.
