Severe heatwave conditions across northern India are beginning to impact the textile and garment manufacturing sector in Delhi-NCR, with industry players reporting a 15%-20% decline in productivity over the past fortnight as temperatures soar to 45-47 degrees Celsius in several states.
The prolonged spell of extreme heat is particularly affecting operations at the Noida Apparel Export Cluster (NAEC), which houses nearly 2,000 manufacturing units and employs around one million workers. The cluster generates annual revenues of approximately Rs. 50,000-55,000 crore (US $5.19 billion – US $5.71 billion).
Industry stakeholders stated that excessive heat inside manufacturing units is reducing worker efficiency and disrupting production schedules at a time when exporters are already facing mounting cost pressures and weak global demand.
Kapil Sadh, Partner at Noida-based garment exporter SK Overseas, stated that prolonged exposure to extreme temperatures on factory shop floors was resulting in increased worker absenteeism. He further noted that frequent power fluctuations during peak demand hours were disrupting manufacturing operations and affecting timely export deliveries.
According to industry executives, garment manufacturing remains a highly labour-intensive industry, and elevated temperatures inside production facilities are adversely affecting worker stamina, concentration levels and machine efficiency. Rising cooling requirements have also significantly increased electricity consumption, adding to operational costs for exporters already dealing with higher logistics expenses and compliance-related costs.
Executives from the sector highlighted that recurring heatwaves are emerging as a major industrial challenge for the Delhi-NCR export ecosystem, particularly at a time when global buyers are demanding faster turnaround times, competitive pricing and consistent quality standards.
The industry is also facing additional pressure from the recent increase in diesel and petrol prices, which exporters say is compounding existing challenges including rising labour costs, elevated power tariffs, volatile raw material prices and subdued international demand.
